We created Rights Manager to help content owners protect their rights and manage their content at scale.
Rights Manager is a video, audio and image-matching tool that we developed for rights holders of all sizes — from individual creators to media publishers, sports leagues, music labels and others — to identify and manage their content on Facebook and Instagram, including Live videos.
Rights Manager solves the unique challenges rights holders face on Facebook and Instagram. Rights Manager protects content, while accounting for lawful expression.
Rights Manager has greatly expanded its offerings and developed features and policies to serve all content owners.
With this development in mind, we’re now offering the most transparent review of a content management system by a social media platform to date.

Why does Rights Manager have application criteria?
Why does Rights Manager offer tailored features to content owners?
Once a rights holder uploads their reference files, Rights Manager will scan and match content uploaded to Facebook and Instagram based on the match rules set by that rights holder.
Maintaining Rights Manager’s matching systems require teams of dedicated engineers, and these systems are constantly being improved.
Rights Manager can make matches, not legal determinations
Rights Manager partners with content owners to catch new manipulations
Rights Manager protects live videos
Rights Manager’s matching systems make matches between reference files and user uploads according to the match rules and match actions set by a rights holder. We’ll explore each of these in this section.

Protecting content while also protecting privacy
When a rights holder takes an action on user content (such as applying a block, ownership link or Collect ad earnings action), the user is notified and can submit a dispute if they believe the action was taken incorrectly or inappropriately. Once a user has submitted a dispute, the rights holder is immediately notified and can take further action.
The following outlines the steps of a typical Rights Manager dispute:
Initial dispute
Initial rights holder review
User appeal

Why do rights holders have seven days to respond to disputes?
Why does Rights Manager connect rights holders and users?
Rights Manager considers misuse to be any use of the system that violates our Terms, policies including Facebook’s Community Standards or Instagram’s Community Guidelines, or use that results in a restriction of user expression.
Preventing misuse of Rights Manager is one of our top priorities. We have a number of policies and systems to protect against misuse, including:
Application process
Corrective action
Matching thresholds
Robust disputes and appeals systems
Tailored toolsets
Protecting the public domain
Reference file conflicts
The Rights Manager Terms are the foundation of what is (and is not) permitted using Rights Manager, in addition to other rules and policies, which are publicly available.
